In defense operations, a signal is only worth what it can still do by the time someone acts on it. A sensor detects a contact, a logistics system flags a parts shortage, an analyst spots a pattern across three unrelated feeds — and from that moment, the value of that information starts decaying. It decays while it waits in a queue for a human to notice it. It decays crossing from one service's systems into another's. It decays because the platform that fused it can't talk to the platform that would act on it. None of this is a sensor problem or a bandwidth problem anymore. It's a seams problem: the space between organizations, domains, and echelons where speed and context get lost.

That's the same structural failure that shows up in commercial supply chains and government agencies, just with sharper consequences and less room for error. JADC2 exists because the joint force recognized this gap at scale. Intelligence fusion exists because raw collection means nothing without a way to connect it fast enough to matter. And every serious effort to close these gaps with AI runs into the same requirement: the system has to accelerate decisions without taking the human out of decisions that deserve a human. Autonomy without accountability isn't a capability, it's a liability.
